projected. 2 to three times more. the expansion will add one 50 beds to the facility 1 1900. >> cheapest of two million dollars. certainly cheaper than building a new jail facility. actually the safest because it's within the foot present of the west county key tension facility. >>reporter: even so this group plans to fight the ex packs every step of the way. they will be at the sheriff's unveiling to voice opposition. pushing for bail reform, transition housing program and less emphasis on jailing undocumented im graichbility we have a lot of talented people that are incarcerated for very long periods of time. that aren't able to be good members of our community. >>reporter: the sheriff will unveil his expansion plan at the community correction partnership meeting tomorrow morning. live in richmond, abc 7 news. >> thanks. right now in placer county more than 1,000 firefighters from all over california including contra costa county are trying to keep a dangerous fast moving

wildfire from spreading any more. it broke out late yesterday along the american river near forest hill. it quickly grew to more than 300 acres and is moving tonight toward the town of colfax. 50 homes are in the fire path. hundreds of residents grab what they could grab and pets and livestock and spending the night in shelters. firefighters try to keep the flames from jumping the north fork of the american river. fire is justin percent contained. there have been a series of fire set in san jose kelly park in recent days. firefighters speculate they are being sent by -- set by homeless in the area. encampment from growing and homeowners are fed up. we are life at kelly park for us where the city is come up with a game plan. lisa. >>. >>reporter: that is true. we were just here tuesday night when 3 separate fires broke out in this park. the fire department is still investigating the cause but those who live nearby say they know what is happening and they

want it to stop. >> i'm looking out on a brand new homeless encampment where somebody brought in building materials and stolen shopping cart. >>reporter: walker reporting yet another homeless encampment in kelly park. >> it's probably 15, 20 feet from the property line. >>reporter: she and others in the spring brook community are frustrated by the rise in homeless encampment and fires in the park. and what they say is the city inaction. >> 7 fires in the last two wee week. >> officers have been told from what i understand to not go out and try to move the homeless or site them. they take reports and that's the extent of it. >>reporter: nobody from the police department returned my call today but in this memo in may the environmental services director says quote as j pd halted all clean up activities in order to ensure the city procedures are complying with state requirements. recently the city learned state law requires it to class fay and

record all items taken from a cleared encampment which is costly and time consuming. >> the challenge we are facing is very complex. >>reporter: city communication director says solving hom homelessness involved several agency and money. these are the short-term plans. massive encampment clean up scheduled for thursday of next week. brush cleared along the creek to help prevent fires and the city will try to hire more park rangers from the county. >> frustrating as the neighbors. trespassing. littering all against the law why can't you just lock them u up. doesn't work. no place tlobing them up if you clean them out just displace comes back later. >> we need regular patrol and regular enforcement. i have never seen police car come down the fire road day or night. >>reporter: and those who live nearby say that they are considering of hiring private security to keep an eye out for fires and for any issues with the homeless. live in san jose

tonight, abc 7 news. thank you. this developing story. pg&e working to restore electricity to nearly 3000 customers in san francisco. more than 10,000 residents in the western edition, eureka a valley, haight laurel lost power tonight. patrons of this restaurant made the best of it by can late. tough on the drivers. street lights out. most customers had the power restored within the hour. pg&e not true when everyone will be back on line. nobody knows what caused the outage. >> sandoval will in the be arrested for sexual assault at least for now. santa cruz continue sheriff's department today doesn't have enough evidence to arrest him. 21-year-old woman accused sandoval of sexually assaulting her at the seascape resort last month. the case has now been turned over to the district attorney office for review. da could still decide to file charges against sandoval. decision expected early next

the fox. 100 degrees in clover dale. 85 in napa. these temperatures going down for your friday. here's look at live doppler 7 hd now. and you will see what it looks like. we have some fog along the coast line and fog will be pushing in over the bay in the overnight hours. as you look to the south though it's the monsoon moisture into southern california that continues to bring them some showers. still possibility of showers perhaps even thunderstorms down in southern california. so if traveling there for tomorrow keep that in mind. in the morning we will certainly start out with the fog. numbers right now running cooler in most areas. 50's 60's antioch still 72 degrees. here's the wind direction. this is signaling a change. south west wind in fairfield gust to go 33 miles an hour. that's the on shore flow. cooling wind so the fog will push locally inland overnight tonight. cooler in all area tomorrow and pattern continues as we head into next week as well. here's what is setting all the change
